Introduction
This document walks you through submitting your APC (Automatic Passenger Counter) certification package to the National Transit Database (NTD). Your Swiftly Implementation Manager will have already prepared the certification package — this guide covers the steps needed on your end to complete the submission in the NTD portal.
Who Can Submit
Role requirement: Only users with the NTD portal role of CEO or CEO Delegate can submit APC certifications. Please ensure the person completing these steps has one of these roles before proceeding.

How to submit
Once your Swiftly Implementation Manager has provided the APC Certification package, follow these steps to submit it through the NTD portal:
- Log in to the NTD portal and go to your Annual Report by clicking on your NTD ID on the home page.
- Click Related Actions (located towards the top left of the page).
- Click Create Reporter Request.
- Set the Report Type to "APC Certification", then select the correct Mode/ToS (mode and type of service being certified).
- In the Explanation field, enter a brief description. A generic entry works fine, for example:
- *Agency’s* APC Certification application
- Upload your certification documents (provided by your Swiftly IM) and click Submit.
Notify your NTD Analyst
After submitting in the portal, please send a brief email to your NTD representative to let them know the application has been submitted.
When you do, cc your Swiftly Implementation Manager on the email so they can assist with any follow-up questions the NTD may have.
Finding Your Approval
Once approved, you can locate the confirmation in two ways.
- In the NTD portal: Navigate to Home → Profile → [Your Agency NTD ID] → E-File Library, then filter by "APC Certification" under the Type dropdown.
- Via email: The NTD (or your NTD analyst) may also send a confirmation email directly to the agency.
